BSA Debuts AI Policy Solutions
WASHINGTON – BSA | The Software Alliance debuted a new series of policy recommendations to help US leaders craft workable rules that harness the benefits of responsible AI.
As a bipartisan group of US Senate leaders prepare to share AI-related proposals following months of deliberation, BSA published "AI Policy Solutions" – a series of ideas for how policymakers can best address risks, require action by developers and deployers of AI systems, and ultimately build trust in technology.
“Workable, national laws on artificial intelligence will help to build trust in artificial intelligence, and best spread the benefits of AI throughout industries and across the economy,” said BSA Senior Vice President for US Government Relations Craig Albright. “BSA’s AI Policy Solutions offers a roadmap for how lawmakers can set a strong national standard that spurs the adoption of AI-related tools that are infused throughout the economy.”
BSA'S "AI Policy Solutions" calls for:
- Legislation requiring impact assessments for high-risk AI, and risk management practices for companies developing and deploying high-risk AI.
- Anchoring the government’s rulemaking on federal procurement and use of AI in the NIST AI Risk Management Framework, a consensus set of AI risk management practices.
- Passing strong, comprehensive, and national consumer privacy laws in the United States.
- Legislation to afford public figures, musicians, singers, actors, and other creators with a right to prevent the unauthorized dissemination or use of their name, image, likeness, or voice and the unauthorized impersonation of creators.
- Watermarks or other disclosure methods for AI-generated content, including through the Coalition for Content Provenance and Authenticity standard for content authenticity and provenance.
- Increased funding for AI R&D, including through the National Artificial Intelligence Research Resource (NAIRR).
- Improved access and support for STEM education, and expanded workforce training for alternative pathways to careers in AI.
BSA’s "AI Policy Solutions" builds on years of leadership on AI policy dating back to 2018, when BSA first issued its five pillars for facilitating responsible AI innovation. In the years since, BSA has developed in conjunction with its members a variety of proposals to advance responsible AI, most notably the 2021 Framework to Build Trust in AI.
Beyond the United States, "AI Policy Solutions" serves as a cornerstone for BSA’s policy advocacy before governments worldwide, most notably the United Kingdom, Japan, and India, where policy leaders consider how to craft rules for AI systems.
