Beschaffung

Software kann die Art und Weise, wie Regierungen Dienstleistungen für ihre Bürger erbringen und mit ihnen interagieren, grundlegend verändern. Als einer der größten Abnehmer von IT-Produkten und -Diensten arbeiten Regierungen am besten, wenn sie Zugang zu sicheren, innovativen Lösungen haben – einschließlich Software, Computer-Hardware, Technologien für künstliche Intelligenz (KI) und Cloud-Computing-Dienste. Die BSA unterstützt technologieneutrale und optimierte staatliche Beschaffungspraktiken, die auf etablierten, international anerkannten Standards beruhen, global und freiwillig sind und durch branchengeführte Multi-Stakeholder-Prozesse entwickelt werden.

Da veraltete IT-Systeme sowohl weniger effizient als auch anfälliger für Cyberangriffe sind, befürwortet die BSA Beschaffungsrichtlinien, die es Regierungen ermöglichen, die branchenweit besten kommerziellen Lösungen zu erwerben – mit dem Vertrauen, dass diese Technologien sicher, interoperabel und effizient sind. Zu diesem Zweck hat die BSA folgende Maßnahmen ergriffen: die Einführung von Cloud-Computing; die Anwendung von Software-Asset-Management- (SAM) Praktiken durch Unternehmen des öffentlichen Sektors; das proaktive Patchen und Aktualisieren von Software-Assets; die Einbeziehung von Cybersicherheitsprioritäten in die Akquiseregeln; und die Einführung praktikabler Alternativen zu kontraproduktiven Beschaffungsstrategien wie einheimischen Beschaffungspräferenzen und übermäßig belastenden Einhaltungsregelungen. Diese Richtlinien können Regierungen befähigen, das enorme Potenzial von Software zu nutzen, um den Bedürfnissen ihrer Bürger und ihrer Institutionen auf neue und innovative Weise gerecht zu werden.
